By predicting that question of constitutional interpretation could arise from time to time, countries that are governed by a constitution have instituted various systems to answer this type of question. Constitutional interpretation is necessary for a constitution is an establishing instrument of the government of one’s country that may be enriched through the process of amendment, interpretation or application. A constitution defines the political system that a society chooses to be governed, relation between the government and the people, structure of the government, mechanisms of assuming government power, separation of power among the three branches of government, division of power between the federal and regional governments in countries like Ethiopia that follow federal structure, restrictions on the powers of the government, group and individual and collective rights and freedoms, and limitation to the rights. In general, a constitution establishes the political, social and economic systems of a country. Therefore, it is appropriate to think that constitutional questions relating to those issues in a country can be answered by the constitution.
